Inline works with Portal for ArcGIS 10.9.1 or later.

If Portal for ArcGIS is secured using Windows Integrated Security and anonymous access to the Portal is disabled in IIS, you must install the Web Adaptor Extensions to allow VertiGIS Inline to communicate with Portal for ArcGIS.
