The Toolbar component allows you add and configure interactive tools for the user (commands, workflows, or reports).
The Toolbar is the same concept as the I Want to Menu; the difference is in the visual way it presents commands to the user. And, similar to the Button, you can configure your toolbar items to toggle between two states.
Within each toolbar item, you have the capability to configure a submenu.
As an example, the toolbar in the Web GIS - Default template has a submenu for drawing tools.

Whether to display the descriptions of buttons. When disabled, descriptions are displayed as a tooltip for desktop users when they hover the mouse cursor over a button. This option is only available when Orientation is set to Vertical. |
