To move/reorder an item in the Components panel:

1.Hover over the dotted icon until the mouse arrow changes to a hand icon.

2.Click and drag to move the component.

 

To move/reorder an item in the Components settings...:

1.Click Edit Items.

2.Hover over the dotted icon until the mouse arrow changes to a hand.

3.Click and drag to reposition the item.
