The function Create free (text) opens the Object Creation pane of Esri. The system automatically filters for the type annotation. This allows for the desired annotation class and placement method to be selected. The text can be entered directly in the input dialog. Click the map to create text at that location.

There are two kinds of annotation that can be in a geodatabase: standard annotation and feature-linked annotation. See Esri's documentation for more details.
